City Administrator's Office
The City Administrator reports directly to the Mayor and City Council and is responsible for implementing the policy directives of Mayor and City Council and for managing day-to-day operations. As the chief administrative officer, he manages the annual budget and supervises the operation of all departments, offices and agencies of the City government, ensuring that the community is served in a responsive and fiscally responsible manner.

City Clerk's Office
The City Clerk performs the legal function of the City Clerk's office as required by state law and the municipal code. The City Clerk is the Custodian of Records for the City of Rock Falls and has custody of the Seal of the City. The Clerk is responsible for coordinating the City Council agenda process, recording the official proceedings of City Council meetings and serves as official record keeper for the city; maintaining the City's Municipal Code, indexing and filing of ordinances, resolutions, contract, bonds, liens and other official documents and providing research and information services to the public and City personnel. The City Clerk is a registrar of voters and a notary public.
Account payables are calculated, presented to the City Council for approval and prepared for payment by the Clerk's office. Payroll for all City employees is calculated and prepared by the Clerk' office. Up-to-date listings of all city employees and retirees are kept in the Clerk's office.

The Clerk's Office is the information hub for the City of Rock Falls, including the Rock Falls Administration, staff, and utmost, the citizen's of Rock Falls. The City Clerk's office is also a "clearing house" for city records. We receive numerous inquiries about city government and/or city services, we provide information as requested. The office also researches ordinances, and provides copies of ordinances, for a nominal fee, when requested by the public. As such, we strive to take the mystery out of Government by providing timely, customer-oriented and objective service to all the citizens of Rock Falls.

Freedom of Information Act Costs

Records requests for the Freedom of Information Act have the following costs associated with them:

  • Records/maps (8.5 x 11.5): $1.00 first page of document, additional pages at $50 each

  • Records/maps greater than (8.5 x 11.5): $5.00, plus actual cost of document if out of office reproduction is necessary.

  • Certified Copy of documents: $3.00 fee and $1.00 first page, additional pages at 5.50 each.

  • Accident Reports: $5.00 charge; additional pages at 5.50 each

  • Incident Reports: $2.00 charge; additional pages at $50 each.

  • Subpoena: $20.00 for 1st thru 20tI page; additional pages are $.50 each.

  •  911 recordings: $15.00 for each recording requested

  • Copy of VHS Video: $15.00 charge for each tape requested

  • Copy of Cassette or Photo CD: $5.00 charge for each cassette or Photo CD

  • Color Photos: $3.00 per photo requested.

City Attorney
The City Attorney is appointed by the mayor and with the consent of the council. It is the Attorney’s responsibility to act as the city’s legal advisor, and shall render advice on all legal questions affecting the city, whenever requested to do so by any city official. Duties also include drafting leases, ordinances and contracts as well as prosecute or defend any and all suits or actions to which the city may be party.
